Citizens’ Academy: An Inside Look at Your City Government

The City of Panama City Beach recently concluded its inaugural Citizens’ Academy (CA)—an eight-week educational program designed to engage residents and provide an in-depth understanding of city government operations. This unique opportunity allowed participants to learn firsthand how various departments function and how local government serves the community.

Program Overview

  • Duration: 8 weeks

  • Location: City Hall and tours of various city facilities
  • Eligibility: Open to Panama City Beach residents, ages 18+
  • Class Size: Limited to 20 participants (first-come, first-served)

How to Apply

1. Online Application: Once the 2026 program is announced, interested residents must complete an online application. Applications will be reviewed, and participants will be notified of their status by City staff.

2. Background Check: Once selected, participants must complete a background check to finalize their application. The background check must be submitted before participation is confirmed. Applicants will receive a secure link from Verified First to enter their information for processing. Completion of this step is essential for granting access to areas that are typically restricted to the public, such as the City's water treatment plant.  

Recognition & Graduation

Graduates of the Citizens’ Academy will be honored at a City Council meeting, where they will be recognized as official PCB Citizen Ambassadors. Participants will receive: 

  • A certificate of completion
  • A City branded polo shirt
  • A digital photo commemorating their achievement
