Stuart Tettemer became Mayor of Panama City Beach in 2024, bringing with him a deep commitment to community service and a bright vision for the City’s future. His journey to public office began in 2020 when he returned to his home state of Florida after living in rural Colorado, where he embraced a love for outdoor exploration and small-town values.

With a professional background spanning large corporations and innovative startups, Stuart built a successful career as a software engineer. This experience honed his ability to listen to diverse stakeholders, identify challenges, and deliver practical, cost-effective solutions. Today, he uses these skills in helping address the needs of his constituents.

A proud graduate of Cornell University, Stuart holds both a Bachelor of Science in Information Science, Systems, and Technology, and a Master of Engineering in Computer Science.  

This innovative and technical background helped prepare him for public office in a rapidly growing City.  As Mayor, he strives to endorse policies and projects that balance the needs of residents with those of the City’s bustling tourism sector.  He is a strong advocate of improving transportation and infrastructure, with a particular focus on projects within the Community Redevelopment Area. He believes in prioritizing and strengthening City services and building resilient infrastructure for PCB’s future growth.

In addition to his mayoral duties, Mayor Tettemer represents the City of Panama City Beach as a board member of the Bay League of Cities.  He is a member of the Florida League of Cities, where he serves as Intergovernmental Relations, Mobility, and Emergency Management committee member, working closely with other municipalities to advance regional priorities.  Outside of his office, he serves as an active member of his church’s advisory council, volunteering to welcome and mentor new members of his faith community.

Stuart’s leadership style reflects his belief in fostering a strong, united, and patriotic culture in Panama City Beach. He envisions a City where multi-generational families and newcomers collaborate to address growth challenges while preserving the area’s unique charm and heritage.

When not serving the City, Stuart remains engaged with the Bay County Republican Executive Committee, advocating for policies that support local prosperity. In his free time, he enjoys hiking, beach outings, and connecting with residents to ensure their voices are heard.

Michael Jarman has called this vibrant coastal community home for over four decades. Born in Maryland, Jarman’s family relocated to Panama City Beach when he was just one year old. Growing up on the Beach, he developed a genuine love for his community and has dedicated his life to serving and improving the City he calls home.

Jarman's professional background spans retail management, medical equipment repair sales, and decades of experience in the family business, a fire protection company, where he remains active today. In these roles, Jarman's work focused on customer concerns and service. This experience helped instill his commitment to attentiveness, receptivity, and availability—qualities he brings to his role in City leadership.

A proud graduate of Bay High School, Jarman pursued higher education at St. Joseph Seminary College in St. Benedict, Louisiana.  In 1997, he earned a Bachelor of Arts in Liberal Arts.  In 2021, he obtained an MBA from LSU-Shreveport, further sharpening his ability to examine City budgets and develop financial strategies.

Since his election to the City Council in April 2020, Jarman has spearheaded transformative initiatives that enhance public safety, infrastructure, and quality of life. His notable accomplishments include developing a master plan to improve Frank Brown Park, advocating for new sidewalks near Arnold High School, and championing a City ordinance to protect homes from stormwater runoff caused by new developments. His collaborative efforts with fellow Councilman Paul Casto helped lead the way for the City to secure a lobbyist in Washington, D.C., resulting in federal grant funding for critical infrastructure projects in PCB.  In 2024, Jarman played a pivotal role in aligning the City’s elections with the national general election, increasing voting accessibility for residents.

Jarman’s leadership extends beyond the Council chambers. From 2020 to 2024, he served as a member of the Transportation Planning Organization (TPO) and Emerald Coast Regional Committee (ECRC). Currently, he sits on the Bay County Tourist Development Council (TDC). In January 2025, he will join the Panama City Beach Chamber of Commerce board.

Married for 25 years, Jarman and his wife are proud parents of three sons. When not serving the City, he enjoys traveling, sporting clay shooting, golf, fishing, and hunting.

Paul Casto has proudly served as Ward 1 Councilman since 2018, bringing decades of experience and a deep commitment to the wonderful community he calls home.

Paul’s family moved from Arkansas to Panama City Beach in 1973.  A Bay High graduate, Paul began working as a lifeguard, embarking on a career that would span more than four decades. Rising through the ranks, he became the City of PCB’s Public Works Director in 1983.  For 35 years, Paul was instrumental in numerous infrastructure projects that shaped the city.  Early projects include constructing a water transmission line from Deer Point Lake to eliminate well water reliance, expanding the wastewater treatment plant, and leading the planning and development of Conservation Park and Frank Brown Park (inclusive of the Aquatic Center where Paul continues to swim regularly). Other projects include the development of the Dog Park at the City Pier, Gayle’s Trails, and the reconstruction of the original City Pier. He helped oversee the expansion of Back Beach Road and Highway 79, through his collaborative work with the Florida Department of Transportation (FDOT).

While working during the day, Paul attended Gulf Coast Community College, where he received his associate’s degree.  He furthered his education, attaining a Bachelor of Arts from the University of West Florida. He possesses Class A licenses in water and wastewater treatment.  

His other public service activities include a seat on the Tourist Development Council (2018-2022), the Transportation Planning Organization (2024-present), and the Bay County League of Cities, where he has been an active member since 2018. 

Paul’s passion for serving PCB has never stopped. The day after he retired, he was elected to the City Council. As a Councilman, Paul draws on his extensive background in Public Works to provide technical and strategic insights. His accomplishments include supporting efforts to hire a City lobbyist, who secured federal funding for critical transportation projects and to fund the clean-up of Lullwater Lake. He spearheaded initiatives to create a water distribution redundancy plan and to convert residential septic systems to City sewer system, ensuring a more sustainable future.

Outside of public office, Paul serves on the Executive Boards of the Boys & Girls Club and Beach Care Services, a charity dedicated to helping PCB residents in need. Among his accolades, Paul received a 20-year public service award from the Boys & Girls Club of America (PCB Chapter), recognizing his long-standing contributions to the community. Also, he served on the boards of the Gulf Coast Triathlon and is a member of the PCB Senior Center.  

Married for over 45 years, Paul and his wife have built a strong family, raising three children and welcoming two grandchildren, all of whom reside in Panama City Beach. For over 50 years, he and his family have been members of Gulf Beach Baptist Church, a cornerstone of their spiritual and community life.

The citizens of Panama City Beach elected Ethan Register City Councilman for Ward 2 in 2024. Originally from Georgia, Ethan grew up in Bay County’s Cove neighborhood.  He has proudly called this area home for 22 years, residing in Panama City Beach for the past 14 years.

While attending Bay High School, Ethan worked on the beach managing tourist activities like selling chairs, parasailing, and operating jet skis.  This work instilled a deep connection to the community’s coastal culture for Ethan.  As he began his college journey, he continued working in the hospitality industry, funding his own way through college.  His strong work ethic and experience enabled him to quickly advance to a professional career in hospitality - starting as a front desk agent and rising to become the Chief Operating Officer of Hilton Inc.  Ethan’s dedication and determination not only propelled his career but also inspired him to take on roles that benefit the community, including running for and serving as a City leader.

Ethan is driven by a desire to help residents solve problems and navigate challenges. He finds great fulfillment in engaging with the community and believes that even small acts of assistance can have a meaningful impact. His commitment to service reflects his moral belief in fostering a supportive and inclusive environment for all citizens.

As a City Councilman, Ethan’s priorities include ensuring the safety of residents and visitors, expanding access to healthcare and recreational opportunities, and promoting a high quality of life for the community. Ethan advocates for cultivating a strong local economy that supports community-friendly initiatives.

Ethan graduated from Bay High School and earned a bachelor’s degree in business administration with a minor in finance from Florida State University-Panama City (FSU-PC).

He currently serves on the PCB Tourist Development Council and the Military Affairs Committee.  Prior to this, he served on the PCB Planning Board and the Panama City Economic Development Board.  Additionally, Ethan volunteers his time giving back to his alma matter by serving as a board member of the FSU-PC Development Board. 

Ethan and his wife, Heather, have been married for over 10 years.  They are the proud parents of two young daughters who attend school in PCB.  In his free time, Ethan enjoys golf, hunting, fishing, and other hobbies that connect him with the great outdoors –or provide peaceful moments with friends and family. As an avid Georgia football fan, he loves college football Saturdays, but above all, he values time with his family, which remains the center of his life.

In 2022, the PCB community elected Mary Coburn as Ward 3 Councilmember. A lifelong advocate for strong communities, Mary grew up in Panama City Beach, where her parents played an active role in the local economy by managing a motel and owning an ice cream shop. Their commitment to the community instilled in her a deep appreciation for small businesses and civic engagement.

After graduating from Bay High School, Mary moved to California where she worked in cities like Hayward, Chula Vista, and Long Beach.  During this time, she aligned her advocation for community with her professional responsibilities, spending over 30 years working in downtown revitalization. For 10 years, she managed the “Clean and Safe Program” for the Downtown Long Beach Alliance, leading initiatives to promote business retention, attract new investments, and improve shared spaces. She helped improve the downtown area through vital partnerships with city leaders, key security and law enforcement agencies, and community organizations.  

Mary was also a small business co-owner, gaining hands-on experience in financial management, accounts payable, receivables, and payroll. Her expertise in business operations and economic development became invaluable assets in her leadership roles.

After decades of success in California, Mary chose to retire and return to her hometown in Panama City Beach in 2015.

In her role as City Councilmember, she believes in promoting responsible growth, fiscal accountability, and increasing the quality of life for all residents in Panama City Beach. She supports initiatives that foster a balanced and financially sound city while ensuring that the voices of the community remain at the heart of decision-making.

Mary is actively engaged in local and regional initiatives, serving on the board of the Bay County Transportation Planning Organization.  She also represents Panama City Beach as the Vice-Chair of the St. Andrew and St. Joseph Bays Estuary Program.  She has completed The Institute for Elected Officials (part 1, 2, and 3), hosted by the Florida League of Cities.

In her personal time, she volunteers at the Panama City Beach Senior Center and participates in several civic organizations, including the Bay County Republican Committee and the Bay County Republican Women, where she serves as Treasurer.

With deep roots in Panama City Beach and a lifetime of experience in community development, Mary remains committed to serving Panama City Beach with passion and dedication.
