Welcome to the Panama City Beach municipality where local leadership works hand-in-hand with PCB residents, businesses, and local organizations.

How Our City Government Works

Panama City Beach operates under a Council-City Manager form of government.  The City Manager leads a staff of approximately 430 employees across 11 departments.

In accordance with the City Charter, the Mayor and four City Council members establish policies, set priorities, and oversee the city budget. All five members are elected at large, representing four geographical wards.
