A Right-of-Way permit must be approved before starting construction work in the Panama City Beach Right-of-Way. The City will be strictly enforcing the rules set forth in the Right-of-Way Permitting Ordinance (Chapter 19, Article VIII, Code of Ordinances).

Submit completed applications to publicworks@pcbfl.gov. There is no permit fee required.
How long does is take for the City to review and approve a Right-of Way Permit?
The City will review a complete application within 45 days. Incomplete submittals will not be accepted. Applicants must submit a complete Right-of-Way Permit Agreement and Submittal Checklist along with all documents required on the checklist. Applicants will be notified within 20 days if an application submittal is determined to be incomplete.
When does the approved permit expire?
The permit expires 6 months from the effective permit date (final date approved). If additional time is needed, the permittee must request a 6-month extension by emailing publicworks@pcbfl.gov before the expiration date.
Do I have to notify the City before starting construction?
Yes. 24 hours notice must be provided prior to beginning work. Notice shall be given by calling the Public Works Field Inspector, Joe Pace at 850-814-6175 or Jacob Shores at 850-258-4233.
Do I have to notify residents before starting construction?
Yes. Notice shall be provided to all private properties affected by the work via doorhangers.
Do I have to post the permit at the construction site?
Yes. Permits shall be conspicuously displayed at all times or immediately available at the indicated work site for inspection by the City.
Do I have to notify the City when the work is complete?
Yes. Upon completion of the placement or maintenance of a Facility in a Right-of-way, Permittee shall promptly file one copy of complete and accurate "as-built" plans identifying and locating those portions of the Facilities placed in the Right-of-way.
