CLARENCE STREET CORRIDOR SAFETY IMPROVEMENTS PROJECT

Clarence Street was selected for resurfacing due to its deteriorated condition and low ranking in a Citywide roadway evaluation. In 2017, the City hired a consultant to conduct a comprehensive Roadway Conditions Evaluation that resulted in a Conditions and Ranking Report for all non-CRA roadways. Roads were graded from A to F, and Clarence Street received an F rating due to its level of deterioration. Since then, the Public Works Department has made significant progress in addressing the most compromised roads and improving the City’s infrastructure. Clarence Streets current condition includes narrow nine-foot lanes, base failures, and inadequate pedestrian refuge, all contributing to an unsafe environment for both vehicles and pedestrians. Given the project’s complexity, due to narrow rights-of-way and utility conflicts, the City engaged Gortemoller Engineering to develop construction plans, prepare specifications, and secure all necessary permits. The proposed improvements include reconstructing 0.64 miles of roadway and 0.53 miles of sidewalk, re-grading adjacent ditches to support the roadway widening, and coordinating utility adjustments.   A public solicitation for construction bids was advertised through the City’s website, DemandStar, and Bay County’s Public Notices site. The city awarded the contract to the low bidder, American Sand & Xcavation, Inc. d/b/a American Sand and Asphalt Paving in the Base Bid amount of $2,185,823.22. Council has approved the use of half-cent infrastructure sales tax to fund project construction. Overall, this project will significantly improve pedestrian and vehicle safety, enhance traffic flow, and eliminate one of the last F-rated roads within the City limits.
