Permits applied for through December 31, 2023 will be held to the standards of the 2020 7th Edition Florida Building Codes, 2017 National Electric Code, and the 7th Edition Florida Fire Prevention Codes.

Yes in some cases. Per Florida Statutes 489.103(7); Owners of property when acting as their own contractor and providing direct, onsite supervision themselves of all work not performed by licensed contractors may be allowed to pull their own permits when building or improving farm outbuildings or one-family or two-family residences on such property for the occupancy or use of such owners and not offered for sale or lease, or building or improving commercial buildings, at a cost not to exceed $75,000, on such property for the occupancy or use of such owners and not offered for sale or lease within 1 year from the improvement.  In an action brought under this part, proof of the sale or lease, or offering for sale or lease, of any such structure by the owner-builder within 1 year after completion of same creates a presumption that the construction was undertaken for purposes of sale or lease.

Per the PCB Code of Ordinances, homeowner applicants must pass a basic written examination prior to issuance of permits. The Building Division will administer the examination upon request of the applicant.

 Owner/builder permits cannot be issued for properties owned by an LLC or a Trust. 
 Owner/builder permits cannot be issued for improvements to condominium units.

Effective July 1, 2017 - The Fifth Edition of the Florida Building Code (FBC) requires blower door testing for all residential dwelling units. This would include single family houses, town houses, duplexes, and each condominium and apartment unit where the building is three stories or less. The Energy Code requires that the ACH (air changes per hour) be seven (7) or less. Mechanical ventilation is required if the blower door test has a result of less than three (3) ACH.

Inspections should be called in one day before for next day inspections. Inspections may be requested for days further than one day out. Emails and voicemail messages received prior to 7:30 am may receive same day inspections. Please provide all necessary information when requesting inspections. 

Improvements such as painting, flooring, replacing cabinets and countertops in the same location, and other non-structural work generally do not require a permit.

Florida Building Code section 105.1 states, "Any owner or owner’s authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any impact-resistant coverings, electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed, shall first make application to the building official and obtain the required permit.". FBC Section 105.2 states what is exempt from permitting.
