Low-Speed Vehicle (LSV) Regulations in Panama City Beach

A Low-Speed Vehicle (LSV) is a four-wheeled vehicle with a top speed between 20 and 25 mph. LSVs are not allowed to operate on:

  • Panama City Beach Parkway/US 98 (Back Beach Road)
  • Hutchison Boulevard/FL-392A (Middle Beach Road)
  • Any roadway where the speed limit exceeds 35 mph

Florida Safety Standards & Operating Rules

LSVs must comply with Section 316.2122 of the Florida Statutes and meet the following requirements:

  • Allowed Roads: LSVs may only operate on streets where the speed limit is 35 mph or less.
  • Required Equipment: LSVs must have headlamps, stop lamps, turn signals, tail lamps, reflex reflectors, parking brakes, rearview mirrors, a windshield, seat belts, and a Vehicle Identification Number (VIN).
  • Driver Requirements: Operators must have a valid driver’s license in their possession.
  • Registration & Insurance: LSVs must be registered, insured, and titled like any other motor vehicle.
  • Traffic Laws: Drivers must follow all rules of the road, wear seat belts, and use child car seats when required.

Important Distinctions

  • LSVs are NOT the same as golf carts. Golf carts cannot be driven on roads where the speed limit exceeds 25 mph.
  • Side-by-sides and all-terrain vehicles (ATVs) are prohibited on city roadways.
