The City of Panama City Beach municipality is as dynamic as the vibrant coastal community it serves. Since its incorporation in 1970, the City has developed into a governmental entity that supports over 19,000 residents and welcomes millions of visitors annually to the “World’s Most Beautiful Beaches.”

How We Serve
Operating under a Council-Manager form of government, the City is governed by a mayor and four city council members, each elected at-large, representing four individual wards. Together, they establish policies, set priorities, and oversee the budget to ensure sound governance.
The City Manager oversees daily operations, managing approximately 430 employees across 11 departments.
