PANAMA CITY BEACH – OFFSHORE OUTFALL PROJECT

The City of Panama City Beach (herein called the “City”) is soliciting bids for the Front Beach Road Offshore Outfall Project (herein called the “Offshore Outfall Project”). This project includes the construction of approximately 1,500 linear feet of double 84” PCCP outfall pipe into the Gulf of Mexico. The Contractor shall provide all materials, equipment, and labor to complete the project.
This project is being supported with U.S. Department of Housing and Urban Development, Community Development Block Grant, Disaster Recovery (CDBG-DR) funding under the Florida Department of Commerce, agreement M0008. Therefore, certain restrictions and other federal requirements, outlined in Appendix I: Federal Funding Requirements, apply to this opportunity.
This bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes.
A mandatory Pre-Bid meeting will be held June 5, 2025, at 2:00 PM CDT, in the Panama City Beach Council Chambers, 17007 Panama City Beach Parkway, Panama City Beach, Florida 32413). Bids received from bidders who have not attended the Pre-Bid Meeting and signed the attendance sheet at the meeting will be considered nonresponsive. Virtual attendance of this meeting is available for this event. Interested parties must contact the Purchasing Manager at least 24 hours in advance to request virtual meeting access. Bids received from bidders who have not attended the Pre-Bid Meeting will be considered non-responsive.
Separate sealed bids for the Offshore Outfall Project must be received by the City, at City of Panama City Beach, City Hall 17007 Panama City Beach Parkway, Panama City Beach, FL. 32413 no later than 1:00 PM CDT, June 27, 2025 10:30AM CDT, July 25th, 2025 then opened and read publicly promptly thereafter. Any person with a disability requiring special accommodations must contact the City no later than 7 days prior to the bid opening.

• Electronic Bids will only be accepted when submitted through the DemandStar’s Bid portal. Emailed submissions will not be accepted.
• Alternately, one original and one copy along with a flash drive may be delivered to the City Hall Office at the address below. Any sealed Bid submitted on paper must identify and clearly mark the bid # PCB25-01 Panama City Beach – Offshore
Outfall Project on the package. Receipt of a bid by any Panama City Beach Office, receptionist, or personnel other than the City Hall’s front desk does not constitute “receipt” as required by this solicitation. The time received at City Hall shall be conclusive as to the timeliness of receipt.

A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City reserves the right to reject any and all bids. All bids shall be firm (including all labor and material prices) for a period of 45 days after opening.
Each bidder must comply with all applicable federal, state, and local laws concerning licensing, registration, and regulations of contractors doing business in Florida.
All work shall be in conformance with the latest edition of the Florida Department of Transportation (FDOT) Roads and Bridges Manual.
The contractor must demonstrate that they have successfully completed a minimum of one (1) bell and spigot pipeline installations in a marine environment (saltwater environment, open ocean, tidal) to include specialized experience or technical expertise of the Contractor and their personnel in connection with projects of similar nature within the past ten (10) years. Contractor must have a minimum of 10 years’.
Bidders must submit all questions, if any, in writing at least seventeen (17) days prior to the bid date. If necessary, questions will be answered as ADDENDA and will be issued to the Contract Documents and posted on the City’s website. It is the sole responsibility of the bidder to determine if any addenda have been issued. The due date for questions will be by 12:00 PM CDT on June 10, 2025.
Any and all questions regarding the bidding documents shall be directed to City of Panama City Beach Purchasing Manager: Carrie Jagers, via email: Purchasing@pcbfl.gov. Contact with any other City official or City employees for the purpose of inquiries regarding this bid or the meaning or interpretation of these specifications shall be grounds for disqualification.

he City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.
This project may be funded in whole or in part with federal funds.
