CEI Services for North Richard Jackson Boulevard Intersection Improvement Project, Phase 2
PCB24-21 RFQ PACKAGE ADDENDUM NO. 1 PROPOSER'S CERTIFICATION FORM BID OPENING REVIEW COMMITTEE SCORING AWARD
The City of Panama City Beach (the "City"), under the provisions of Section 287.055, Florida Statutes (the Consultant's Competitive Negotiation Act), hereby gives notice that it seeks qualification statements for professional services related to construction engineering and inspection of North Richard Jackson Boulevard Intersection Improvement Project, Phase 2. This Project will generally include intersection improvements by constructing a roundabout, creating a north bound left turn lane into Home Depot’s middle driveway, and eliminating cross movements at Market Street by extending the southbound left turn lanes leading to the intersection with Panama City Beach Parkway. As identified in the City’s Local Agency Participation contract with the Florida Department of Transportation (FDOT). Consideration will be given to only those firms that are qualified pursuant to law and that have been prequalified by FDOT to perform the indicated types of work.

This project is federally funded with assistance from the FDOT and the Federal Highway Administration (FHWA). By submitting a letter of response, the Consultant certifies that they are in compliance with FDOT Procedure No. 375-030-006 (Restriction on Consultants Eligibility to Compete for Department Contracts) and that no principle is presently suspended, proposed for debarment, declared ineligible or voluntarily excluded from participation on this transaction by any Federal Department or Agency.
Statements of Qualification (SOQ) will be received by the Purchasing Manager located at 17007 Panama City Beach Parkway, Panama City Beach, FL 32413 until 10:15 AM (CST) on February 12, 2025. Paper and electronic submittals will be publicly opened, and receipt acknowledged immediately thereafter. The qualifications and other information should be submitted in strict compliance with the directives provided in the RFQ. City is under no obligation, either express or implied, to reimburse responding firms for any expenses associated with preparation and submittal of the Statement of Qualifications in response to this request.

- Electronic Proposals will only be accepted when submitted through DemandStar’s Bid portal. Emailed submissions will not be accepted.
- Alternatively, one original and one electronic copy (USB flash drive) may be delivered to the City Hall Office at the address below. Any sealed SOQ submitted on paper must identify and clearly mark the Bid # PCB24-21 RFQCEI Services for North Richard Jackson Boulevard Intersection Improvement Project, Phase 2 on the package.
Receipt of a SOQ by any Panama City Beach Office, receptionist, or personnel other than the City Hall’s front desk does not constitute “receipt” as required by this solicitation. The time received at City Hall shall be conclusive as to the timeliness of receipt.

The deadline to submit questions is Wednesday, February 5, 2025 at 4:00PM CDT.
The City reserves the right to accept or reject any and all SOQs in whole or in part, to waive informalities in the RFQ documents, to obtain new SOQs, or to postpone the opening of SOQs, or if unable to negotiate a satisfactory contract to terminate all negotiations under the RFQ and proceed by whatever appropriate means it may elect. Each Statement of Qualifications shall be valid to the City for a period of ninety (90) days after opening.
