The City of Panama City Beach is accepting electronic (e-submission) and sealed Proposals from qualified firms who can provide services related to the implementation of advanced metering infrastructure (AMI) services. The City is seeking a turn-key solution to include the hardware, software, and metering components for an AMI system. The City intends to implement this project in phases based on the City’s existing potable and reclaimed water meter reading zones/cycles.
The Proposal must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes.
All Proposals must be received no later than September 16, 2024 September 25, 2024, at 11:00AM CDT at which time all Bids will be publicly opened and read.
Solicitation documents may be downloaded online at www.demandstar.com and on the City’s website at https://www.pcbfl.gov/about-us/rfp-posts-list starting on August 16, 2024.
- Electronic Submissions will only be accepted when submitted through DemandStar’s Bid portal. Emailed submissions will not be accepted.
- Alternatively, one original, five (5) printed and bound copies, and one electronic copy (USB flash drive preferred) may be delivered to the City Hall Office at the address below. Any sealed Proposal submitted on paper must identify and clearly mark the Bid # PCB24-36 RFP AMI IMPLEMENTATION SERVICES on the package. Receipt of a Proposal by any Panama City Beach Office, receptionist, or personnel other than the City Hall’s front desk does not constitute “receipt” as required by this solicitation. The time received at City Hall shall be conclusive as to the timeliness of receipt.

An Optional Pre-Proposal Meeting will be held at 9:00AM CDT on Thursday, August 29, 2024, at the City of Panama City Beach City Hall, 17007 Panama City Beach Parkway, Panama City Beach, Florida 32413.
Virtual participation for the pre-bid meeting is accessible through Microsoft Teams but must be requested 48 hours in advance. Email support@pcbfl.gov to request a meeting invitation.
The City is not responsible for any technical difficulties that may result from virtual attendance and the City will not postpone or delay the pre-bid conference due to technical difficulties associated with virtual attendance. Any technical questions may be addressed to support@pcbfl.gov. Virtual attendees are solely responsible for virtual attendance and should attend the entire pre-bid meeting.
The City reserves the right to accept or reject any or all Proposals (in whole or in part) with or without cause and to waive technicalities, irregularities, or informalities, to obtain new Proposals, or to postpone the opening of Proposals, or if unable to negotiate a satisfactory contract to terminate all negotiations under the RFP and proceed by whatever means it may elect. Each Proposal shall be valid for a period of ninety (90) days after opening.
BIDDERS must submit all questions, if any, in writing at least seven (7) days prior to the opening date. If necessary, questions will be answered as ADDENDA and will be issued to the Contract Documents and posted on the City’s website. It is the sole responsibility of the proposer to determine if any addenda have been issued. The due date for questions will be 4:00PM CDT on September 10, 2024.
Any and all questions regarding the solicitation documents shall be directed to the City of Panama City Beach Purchasing Manager: Carrie Jagers via email: purchasing@pcbfl.gov. Contact with any other City official or City employees for the purpose of inquiries regarding this solicitation or the meaning or interpretation of these specifications shall be grounds for disqualification.
